We are a start-up based out of India. We intend to use some concepts and/questions from a published research paper for a free tool. The toll will be a part of our website. We intend to commercialize the website, but the concepts will not directly help us generate revenue. I learnt those concepts as part of my CFA curriculum.

Does it come under fair use? Should I write to the authors of the research paper?

I will be really thankful for your answers.

Hi ssghosh,

If you just want to adopt and expand the ideas in the research paper then that doesn't infringe copyright. Just avoid using the actual text of the paper, as that is the part which is protected by copyright. Ideas, especially business methods and the like are generally protected by patents or trade secret legislation, but as the paper has already been published, it doesn't sound as if this would apply in this case.

Also, you should check with a lawyer in India to make sure there are no obstacles to what you propose under Indian intellectual property law.
