How to rewrite something in your own words

How can I rewrite an article in my own words so that I don't infringe copyright? I would like to rewrite long articles of many sentences as just two, so how could I do that? Thank you.

Can I generally use them (I live in the UK)?
These guidelines are confusing to me.

How about other US public bodies' media copyright? They're public domain in the US, are they in the UK?

How can I rewrite some information from an article so I don't infringement copyright? Should I just rewrite a small portion of all the information, just the important bit? If I include ideas/facts in the same or a similar order to the article in my own words, would that be illegal?
