It has been argued that a young Irish priest named Columba (later to become St Columba) was the first person to infringe copyright when he copied a psalter belonging to someone else, without permission, and was rebuked by King Dermot of Tara (a kingdom within the island of Ireland). This around 560 CE. However I think most people would not refer to this as a rule (or law).
The first known statute to define copyright in the manner we know it today is the British Statute of Anne of 1709.
