If I make a recording using Audacity, and don't edit the recording (just record and export), can I upload it and liberally use it?

Audacity is just a tool. It depends what you are recording using it. If it is something you have created yourself, then using Audacity to modify it will not alter the fact that you are the creator and therefore the copyright owner of the work. However if you use music (etc) from another source you will need to check its copyright status to know if you can freely use/modify it.
