I have noticed many people on Etsy and Facebook etc are creating lyric art with quotes and songs.
I am looking into doing something similar, my concern, is how can I make it different?
Am I able to use a backdrop of the actor/artist and layer the text so it is more prominent? If I cite the film/tv show?
Or is a word art the easiest way to go?

I'm afraid your question is too vague to answer with any precision. For example it would help to know where you are domiciled as that would determine the law which will apply (fair use in the USA or fair dealing in the UK, or variations on these in other jurisdictions). Also how much of a song's lyrics do you want to quote? And how do you intend to source the images of the artists? And possibly, most importantly: why? All these things will affect whether what you want to do would be legal or likely to infringe someone else's copyright.
