Who owns copyright & IPR on original art work

Hi can anyone tell me the answer to the following questions:

1) If i buy an original piece of art from an artist (lets say an abstract water colour) do i have the right to reproduce it (eg photograph it for sale as reprints) or does the artist still own copyright.

2) If i do own the copyright, how is this effected by IPR which i guess, still belongs to the artist?

Hope this makes sense.

If you buy a painting, you buy the painting, not the rights to reproduce it.
The copyright will remain with the artist, (unless the artist explicitly transfers the copyright you of course).
