Heinrich Gogarten art
I see that a few pieces of artwork by German artist Heinrich Gogarten are in the public domain (he died in 1911) but not many and I'm a bit confused as to why not. For example, this fine piece of work 'Sunset over the Winter Forest' (1881 I think) doesn't show any result searching Wiki Commons images. Why is this?

I think there is no doubt that all his work is now in the public domain. I have no idea how many works he produced during his lifetime but this website has over 100 images (some may be duplicates, I didn't check too carefully), which sounds like quite a good percentage. If there are significant omissions that may be down to the missing paintings being in the hands of private collectors who have not allowed quality scans to be made of their paintings.
And even if the paintings are in galleries where the public has access, that doesn't mean that the higher quality scans or digital images themselves can be freely used without paying a fee.
It becomes a question of the right to control access rather than copyright.
